The two-day forum will consist of plenary keynotes, panel discussions and working groups.  It is planned that senior representatives of the Canadian government and the United Nations will inaugurate the conference. 

The plenary sessions will frame the debate, provide space for broad discussions and synthesize outcomes.  Parallel working groups will draw on comparative case studies to discuss issues more intensively, map actors and roles, analyze strategies and brainstorm opportunities.  The conference will have facilitators and reporters, and will be widely reported in the media.
